Major Builders Launch Alliance to Mentor California Subcontractors

The AGC of California and major construction firms have established the Prime Pipeline Alliance to support small and diverse trade contractors.

The Associated General Contractors of California has partnered with several major commercial builders to launch the Prime Pipeline Alliance, a statewide initiative designed to mentor and scale small, local, and diverse business enterprises within the construction sector.

Founding corporate partners of the alliance include major construction management and general contracting firms such as Clark Construction, Turner Construction, and Hensel Phelps. The newly formed coalition aims to address operational and financial barriers that frequently prevent smaller trade contractors from securing subcontracts on major commercial and infrastructure projects.

Through the program, participating general contractors will deliver tailored mentorship, assistance with compliance and prequalification standards, and direct guidance on capacity building. Emerging trade firms will gain structured access to executive leaders, as well as specialized educational tracks focused on risk management, bidding strategies, and financial management.

The initiative focuses specifically on expanding procurement opportunities for minority-owned, women-owned, and small business enterprises across California. Program organizers stated that increasing the pool of qualified, trade-ready subcontractors is critical for improving supply chain resilience and meeting rising regional construction demands.

Initial operations for the Prime Pipeline Alliance will include structured coaching cohorts, technical assistance workshops, and direct networking sessions designed to align smaller trade firms with upcoming project pipelines managed by participating prime contractors.
