Jacobs and PCL Joint Venture Awarded $1B San Francisco Wastewater Contract

SAN FRANCISCO — A joint venture comprised of Jacobs and PCL Construction has been selected to execute a $1 billion modernization project at San Francisco's largest wastewater treatment facility. The central plant currently processes approximately 80 percent of the city's total daily wastewater and stormwater volume.

Modernization activities will proceed while the treatment facility remains fully operational to ensure uninterrupted municipal utility services for local residents and commercial operations. Engineering teams will implement phased construction strategies to maintain standard processing capacity throughout the duration of the project.

The major project represents a key milestone within the city's ongoing capital improvement plan to overhaul its aging sewer infrastructure. Key upgrades will focus on installing advanced solids treatment systems, enhancing odor control facilities, and modernizing primary and secondary treatment capabilities.

Design specifications for the upgraded facility also emphasize long-term environmental sustainability and climate adaptation. Structural improvements will increase the site's defense against potential seismic activity and projected sea-level rise, while new equipment is expected to optimize energy efficiency during processing operations.

Preliminary engineering and site preparation work are scheduled to begin immediately under the joint venture's direction. The multi-year project is anticipated to create numerous skilled construction jobs and ensure the regional water infrastructure meets federal and state environmental standards.
