HUD Launches Express Lane for LIHTC Multifamily Construction Loans
The Department of Housing and Urban Development has introduced an expedited review process for low-risk multifamily construction loans paired with housing tax credits.

WASHINGTON — The U.S. Department of Housing and Urban Development has launched an express lane processing track to accelerate the review of multifamily construction loans backed by Low-Income Housing Tax Credits. The new procedure is designed to significantly reduce approval timelines for affordable housing projects across the United States.
The expedited framework applies to qualifying applications under Federal Housing Administration loan programs utilized for new construction and substantial rehabilitation. By creating a dedicated pipeline for tax-credit projects, federal regulators aim to move lower-risk financial commitments through underwriting more efficiently.
Federal housing officials noted that Low-Income Housing Tax Credit developments generally present lower risk profiles due to substantial equity commitments from private investors and established track records of regulatory compliance. Former FHA Commissioner Frank Cassidy noted that the primary objective is to process these specific reviews quickly and expeditiously given their lower-risk profile.
Multifamily housing developers and lenders participating in the program will experience simplified intake procedures and shorter administrative queues. The streamlined review process is expected to help developers lock in financing timelines and reduce pre-construction interest costs associated with extended regulatory reviews.
The initiative forms part of broader federal administrative efforts to expand the nationwide supply of affordable rental housing units. By prioritizing established, low-risk financing structures, HUD seeks to maximize the efficiency of existing loan programs while maintaining oversight standards.
